This agreement between TPL PTSC & Moore has lots of issues... you are correct...

the MMP could be used to help sell products.... you use our products we will give a cheap license... however this does not work if it is not in the best interest of all (PTSC)... this whole agreement & TPL Strategy just did not go together,,,, if PTSC TPL & Moore where all partners in sells products & License's... it may have worked.... All iMHO....
