FWIW, I would have expected the examiner not to commit to anything until he saw whether the incomplete request for reexam would be returned on time and whether or not it got the OK the second time around. But he didn't. Doubt he forgot about it. So I suspect that the examiner's amendment dealt with any remaining loose ends relative to any of the prior art in the incomplete reexam request. I further suspect the examiner may have been overridden and told to wait on possible resubmission of the incomplete reexam because there might be something new that was not already considered. The incomplete reexam request, having been resubmitted on the 24th, is probably awaiting the examiner to get around to looking at it.

If there are other logical whys, I'm all ears.
