After the NIRC is approved, it goes to the IDC, then the FMF, then the FDC and then it is published and notice is placed on the file folder. If there are no problems, this process takes about 8 to 9 weeks.

Are you serious? This is painful. I don't think many here are aware of that and certainly not I. I am getting tapped out emotionally with the ups and downs of this saga. I had thought, according to other posts, that the NIRC would be published, approved and followed up rather quickly with the formal re-cert. No wonder we still have not had any recent signings. good luck
