Which party is pleeding to appeal? It may sound dumb, but I recall TPL was requesting time in case things turned up that needed more work. Then again those not interested in seeing recertification wanted to file an appeal to gum up the works and keep the recert from happening now. Which do you think it is? Or is it some of both. And also the time is running out. Is the date 9-18 that we are watching and waiting for? TIA
