I do not believe the commercialization agreement allows PTSC to decide what is PRd relative to the MMP. If not PRd, I would assume TPL and or PTSC or both have good reason. Of course, I'm assuming TPL/PTSC want the public to see a strong MMP since that would be financially beneficial to them. Wouldn't that assumption be reasonable?
