I agree with what you seem to be stating, that the ring oscillator being on-chip and the I/O clock being off-chip were, and this is in my opinion, always implied in the original patent. The amended language to this effect merely clarifies this distinction. This all bears directly on the varying together language, which IMO, is a crucial part of the patented design, accounting for variances in the fabrication process by locating the oscillator on the microprocessor chip substrate, itself.
Perhaps this is all that requires comment, but I would still prefer to perform a complete comparison of the original and amended patents.
