Unless you work for Alliasence or PTSC I don't know how you can say this with such certainty. You and I are not in a position to know what TPL is requiring for licensing going forward. A lump sum payment is a royalty. So more than one payment is reoccurring royalties imo. These royalties are for past infringement and perhaps with this type of payment option it could be contingent on future sales as well. After all, these companies that decided to wait to pay for a license may very well have to pay on future sales.
