From the above statement, I see no reason to believe there is anything other than an agreed license fee for both past and future use.
Because of "the increasing rates of the MMP Licensing Program" it is my very humble opinion that a fee was agreed but that fee has been split into "upfront and future payments" on the basis that "onetime, lump-sum licenses (are) too expensive for some companies"
Obviously, there will be those that will make the full payment on licensing.
