How do you announce...? The same way you announce that you are pleased with the settlement of a major landmark, state that a there a buying freeze is in effect for all insiders (implying great gains and unfair gains would be made) and then have your new CEO buy some on th open market and say he wasn;t aware of the black out. Top that off with the "settlement" totally stinkling.....that is how you ammounce.
