Actually, those are all things I believe could make the PPS drop heavily, causing (among other things) my hesitation to jump in right now.
You mentioned contracts for PDSG earlier, presumeably USG contracts. Typically, large contracts are proposed/factfound and negotiated in the late spring into summer months, getting postured for funding with the new USG fiscal year which began 10/1. If something big were in the works, we'd know by now. That being said, I do KNOW that the USG has literally hundreds of openings for Procuring Contracting Officers (that's what they're called in the regs, but the USAjobs site lists them as "Contract Specialist"). These are the guys that solicit/negotiate contracts, and provide contract performance oversight. I KNOW this because this is a job that matches my knowledge/skill set, so I'm applying. The shortfall of USG personnel to perform this function may be part of the delay in action on PDSG products. This plus funding appropriations by Congress, in their infinite wisdom, who seem preoccupied with other issues, and the issues with the Homeland Security organization (disorganization, trying to integrate 23 agencies). PTSC says they want to pursue the PDSG vision, but they pretty much have to say that regardless of their real intent/plan.
Anyway, I do intent to do as you suggest and sit back, (try to) relax, and watch for something to happen, then reassess.
