Don't know if this was discussed before.

NEC Corp. breaks ranks with the J's and purchases a licence Feb. 8/07.

That leaves Toshiba, Matsushita, JVC and NEC America.

On Dec. 18/07 NEC America alone is granted a licence the same day the other 3 together are granted a licence.

So this must mean that there are two separate and distinct grants for a licence that NEC Corp. doesn't qualify for. From the looks of things HTC doesn't qualify for a grant either.
