It all depends on the outcome of the Moore/TPL ownership question. If Moore, as claimed, didn't assign his rights to TPL, PTSC/Moore are in a very strong position to renegotiate.
No matter what one thinks about TPL, they would appear to be a necessary component in licensing by virtue of the reverse-engineered catalog of chips that they hold, unless ownership of that catalog is not theirs. Did they do the work on behalf of PTSC/Moore, or on their own initiative?
Compromise solution or stall licensing for years until resolved?
