Well I'm not sure RG or anyone else said that they were done building the product offering. Certainly RG's vision (as outlined on page 13 of the Sept 2008 presentation) contained several additional pieces.
PDSG may not have revs to be self-sustaining for quite a while yet. I believe PTSC is at a juncture where they need to know for sure whether those other pieces are really needed. And if they are, then how best to achieve it, with the least cost, and in what time frame. I assume Baroni is trying to answer these questions.
Presently they might be able to walk away from PDSG w/o any significant loss, but I'm sure they are approaching a point of no return, where they must throw away the hand or go all in. I think the thorough analysis is a good thing before commiting any significant future $ to PDSG effort.
