It has been sent to Contractor I assume for printing so I would think that is the point of no return and will be published unless they "stopped the presses". Can they do that?

Good question as to what happens if it gets issued.

Looking forward to our response. Like I stated before, I think the request will be blown out of the water IMHO. They're grasping at straws to delay proceedings.
