I appreciate your surprise. Of course the off-chip the clock CAN operate in sync with the ring oscillator, but stating it operates synchronously seems to conflict the asynchronously terminology. Further, there does not seem to be any language in the other claims clarifying these conditions, thus your explanation that it is just operating asynchronously, period. This is what I was suspecting.
