According to the reply sent by PTSC to Laurie it is done. We just don't know what the details are and we won't. Perhaps the basics will be known by or at the SHM? I believe there have been some management changes already? More to come?

I take it to mean that they have and/or will made/make management changes and will or are restructuring of PDSG.
