I think you are reading too much into this.

The reply (from PTSC) simply is saying that they (PTSC) provided information to the public that Eclat made recommendations, and that they were conducting a review, etc.

The word "been" was not needed.

Yes there was a press release ... I don't have a reference, but I remember it saying exactly that --- Eclat gave recommendations ....
