While I can agree with your concern from a pure "Shareholder Perspective", from a business perspective the making public of such a report would probably be a really bad idea - though this depends on its content. But I suspect the content would include info and recommendations that would be valuable to competitors. While the fans may enjoy reading it, you don't give copies of your (proposed) playbook to the other teams.
I do suspect that portions of what Baroni and Co. recommend will be shared with shareholders - those recommendations that are to be adopted. And some, if not all, of those will likely be shared at or before the AMS.
