Kind of.
An amendment is just that, something amended to the end of contract. It may clarify the agreement, or replace or remove language, or add additional terms. It is not limited in scope (i.e., to just "minor altertions"). It can supercede entire sections.
All amendments are contract modifications. Not all contract modifications are amendments.
