"Notice of Intent to Issue Reexamination Certificate (NIRC) - Reexamination proceedings do not become "abandoned." Rather, an NIRC is mailed to inform the parties that a reexamination proceeding has been terminated, whether by the failure of a party to timely file a required response, or by the natural resolution of all outstanding issues of claim patentability."

A NIRC essentially means termination. The question becomes, like you said.....why waste time and resources to publish a new Certificate if there are no new amendments or changes at all? Both certificates would be identical. Ahh, the government. good luck
