Your example points to where what is suggested is not necessarily true. You mention Ground Penetrating RADAR. Check your PTSC history.... PTSC won direct (not sub)development contracts with the DoD. If memory serves, one was with DARPA, and one was with the USN.

The USN contract actually was a sub contract, but in a different sense of the term. It was to test derivative RADAR tech in the form of SONAR for use on submarines.

If you've got it, and they need it, it doesn't matter your size. In fact, the FAR pushes for Gov't agencies to pursue supporting goals of the SBA.

But it is true, and logical, that the Gov't prefers contracting with entities with which they have prior experience. In fact, a primary criterion in sourse selection criteria is "Past Experience" (with a particular contractor). "None" is not helpful when making the selection and seeking appropriations (money from Congress) for a large-scale project.
