I have to say it's a bit odd that the so-called 'neutral' member, a TPL employee, must therefore have voted for the resolution, along with Johnson, but that's the way it reads to me. Probably I'm missing something. Any explanation that makes sense would be welcome.
For a resolution to pass, 75% must vote in favor. With PTSC holding 50%, it would be highly unusual for an alleged TPL employee to vote against their employer. The only explanation that I can come up with is that Moore is now separately represented on the Management Committee of PDS and some form of alliance has been formed between PTSC and Moore.
Other suggestions more than welcome.
