My guess of what could be happening

Looks like PTSC is finally exercising some power on the agreement in TPL.....

Could it be:

1. PTSC has had enough of seeing the licenses be sold too low--- pushing for greater control in approving the final sale

2. PTSC smells blood in the water...sees that TPL is in a position of weakness ( cash problem... Moore issues).... PTSC applys pressure on TPL to gain a better position for future agreements/structure of PDS or anything relating to the MMP.
