<Burn rate may have more than one definition, but the intent of the original question seems to raise a valid concern.

Actually, it is the burn rate of PDS that ought to be the question. There is little that PTSC can do to reduce that burn rate. Probably a significant sticking point between PTSC and TPL. I suspect the only way to reduce PDS burn rate is lay off TPL employees.
