"What if Leckrone is holding him [Henneman] back from pursuing completion on the MMP for his own self interest?"
And what self interest would that be? Some sort of masochism?
To put pressure on some other entity?
I strongly suspect that he himself is feeling the most pressure, much of it self-imposed.
Doesn't it appear that Lecky is scrambling for funds?
What would be the easiest, most pain-free way for him to acquire some big cash, thereby eliminating the bulk of his problems?
Maybe selling licenses for a validated MMP at a premium, and getting his cut via PDS? I believe that would be the most desired avenue. Not only would this eliminate his immediate problems (for the most part), but it would finally truly open the probervial "window of opportunity".
With your original question, you also overlook the possibility that Henneman is being compensated, in full or in part, contingent on RESULTS.
Also, with the ball current residing "in the PTO's court" on every re-exam in process, it's IMO a little irrational to suggest that our team is "holding back". Holding back from doing what? Waiting? ("I'll put off waiting till next week").
JMHOs. I KNOW we're all a bit frazzled with our current circumstance, prompting many off-the-wall thoughts....
