IMHO, sending anything to your local reps is a waste of time. If you're willing to make the effort, I would suggest you contact the people who hold the purse strings, as they would have the most influence over the USPTO. Note to whom Kappos gives testimony to. I'm sure the names of all the committee members can be determined easily. These are the people who have the ability to ask questions about USPTO adherence to policy. And, IMHO, that is the issue that should be stressed. Adherence to policy.
I can not stop anyone here from exercising their right to contact their reps, but I would strongly recommend that such communication with the subcommittee be coordinated and thoroughly thought out by the likes of Ron and/or others before being implemented.
