How much of this “waiting” is contractual and how much is self-imposed or gulp (strategic thinking – sarcasm), is something we may never know.

Baroni has had more than 6 months to evaluate PTSC & PDSG…The former he could have completed in 2-3 months. He’s a busy man and I doubt at $25k/mo PTSC is His highest priority, even assuming he delegates the evaluation to subordinates. As for PDSG, IMO his evaluation is finished. Between PR’s & Buzz, it appears PDSG may have a future, if you believe public statements. IMO, the fruit is still green and will ripen in the Fall, assuming the orchard is well-tended. It takes time and money (Business Development), and connections to generate signed contracts, especially in the current economic environment. After all, PDSG is virtually unknown.
The frustrated don't want to hear about processes -- they want an immediate verdict. They want results and if they can't get that, they demand blood.
