Concerning the Sirius announcement

"I'm sure that no matter how long it takes for the announcement, it will be 100% SEC legal and we will never know why they did it that way."

Also consider this:

They may want to wait for the announcement at a time when they will need it most...about the time the 10Q comes out. I am not sure if they will have any revenues to disclose in the 10Q. If that is the case, that would be an ideal time for positive news.
