It's a good question as to why TPL hasn't paid back PTSC. From the Moore dispute, it appears (at least from Moore's point of view) that they make agreements and then break them. Clearly, they had money coming in as they took in MORE than the $130M plus that PTSC took in from the MMP licensing, as they got paid for their licensing efforts off the top, BEFORE the distributions to TPL and PTSC.
Also, per their last PR, they state the the MMP has earned OVER $300M in licensing fees. We know from the SEC filings of PTSC, that through the end of February, the MMP had taken in only $293M, so since February, the MMP has earned AT LEAST an additional $7M and likely more. From that, TPL should have received more than enough to pay back the money they owed PTSC.
Perhaps they have by now. If they haven't, WHY haven't they is a good question and one that doesn't reflect well on TPL.
