PTSC long ago PR'd that licenses were not "material events". Therefore, there would be no need to file with the SEC until the quarterly reports. So I don't think that's an issue, IMO.

As for PR'ing them, certainly, the argument for a company trading at 16 cents and burning cash NOT to PR their business wins seems disconnected to me. Hopefully, they'll issue a PR with a group of licenses. Additionally, it could be that part of the underpinnings of the dispute with TPL is that TPL has signed these licenses withOUT PTSC's agreement, and thus PTSC's action in court, and thus no PR from PTSC as they may dispute the basis/renumeration/mixing of portfolios, that may have occured with these licenses.

Hard to say, but it seems clear that barring PR's showing licensing, there's either severe difficulty in the arrangement between TPL & PTSC that is causing problems, or PTSC is trying to counter the poor 10-K numbers with positives moving forward, and has gotten an agreement to postpone the PR's until then ....or it could be a typo and there are no new licenses.
