Throughout history, those in control have kept check on the rest of the population. For efficiency, they would find "insiders" who were willing, sometimes for personal gain, to create dissention within the community.

The infiltrator would raise suspicions by calling attention to a member's fancy clothes, new car, big house or curious investments. Sometimes he would be skilled at double-talk to add more confusion.

If successful and persuasive, the spy would recruit others to weaken constructive action with off topic questions and doubts; the goal being for neighbor to mistrust neighbor.

The larger and louder they grew, the greater the distraction from the real problems, and the longer those in control could grab more and avoid change.
