A conundrum.

If the Rule is made effective as of November 1, 2010, when was PTSC's most recently completed second fiscal quarter?

The closing price on November 30, 2009 was 18 cents.

If, as you suggest, this was "a clever ploy by our BoD to stay small", wouldn't "genius ploy" be more correct for having had such amazing foresight?
