Apparently $3.00 was on the low end:

At least $3.00 or more IMO. If we have the strength of the USPTO ( 4 times over now ) we ought to be able to get more than ever for the licenses. I recall DL stating that as licenses in the first tier are sold the remaining tiers would cost more. Could that be two or three times more because of the tiers factor and because of the strength of the USPTO? I think the answer is yes.
