I just got off the phone with a person in the publishing office. The word is that someone dropped the ball. I have been assured that NIRC will be in either the November 23 or November 30 Gazette. The person that I spoke with said that I may call him next week to confirm which issue. However, I will be on vacation in about 48 hours and won't return for two weeks.
