Of course you are correct. Besides the actual announcement, publication is an absolute positive.

I also (and always have when it comes to "smart money") wonder how many junior associates there are in the financial world, whose job it is to scour the gazette and inform/act upon such news.

I would guess there are many. And for me that has been a huge problem since the beginning. The lack of any credible institution fund (independent of sector) or even one of the "big boys" taking a serious financial stake in the "patent on water"
