Art Model, former owner of the Cleveland Browns and past owner of the Ravens, was Chairman of the Selection Committee to determine which applicants were to recieve the final two slots for NFL expansion.
Baltimore, Jacsonville, Charolette and others submitted their propsals, Baltimore paid Art Lerner, current owner of the new Cleveland Browns, to present their proposal, which all agreed was the most lucrative of all proposals. Baltimore was not selected by the expansion committee, Everyone in Baltimore wondered why? Then a few years later we learned why. Model got the same deal when he moved the Browns to Baltimore. He wanted that deal for himself.
