This not an accurate statement. According to them, the company is NOT required to issue PR's or 8K's for MMP licence sales. They have said as much in the past, as they consider these the "ordinary course of business" events.
Additionally, if you read the July 27th PR from PTSC, you'll see that they state that "OVER 75" licenses had been sold. This was at a time when only 73 licenses had been announced publicly.
Also, with the Cummins License PR, TPL/Alliacense indicated that EIGHTY companies have licensed the MMP when they've only announced 75 total to date.. Keep in mind that per the M.A. and associated agreements, TPL can't issue a PR until PTSC approves of it and vice versa, so even if TPL/Alliacense issues a PR that PTSC didn't, by contract, it contains language that PTSC approved for dissemination, so it is just as though PTSC issued it.
Also, PTSC has told me that due to disclosure agreements with licensees, they don't announce every license.
