Since I do not absolutely know for sure, I would not want to mislead anyone by posting my opinon on such an important question. However, I will post this.

  • U.S. 5,809,336: Clocking CPU and I/O Separately
  • U.S. 6,598,148: Use of Multiple Cores and Embedded Memory

    • If ARM chips do any of the above then I would suspect the answer might be yes.
