If there is no settlement with TPL in Santa Clara then what is the reason for the delay in reporting?

Perhaps, and hopefully, they are still trying to come to some agreement. I see it as a situation were both parties will be suffering in a big way the longer this draws out.

Sometimes I think someone is doing this on purpose.
