So if the claim was that TPL was overcharging on expenses, and under cutting the MMP price in order to cut deals on other portfolios, it begs the question WHY if that were to be fixed, would we now need a SUBSTANTIAL INCREASE in working capital? If they fixed those items, that should lead to more money available with which to fund the working capital balance. Why the need to increase that formula then?
