The reason for including the broker non-votes is fairly simple: it exemplifies shareholder apathy - add the totals then subtract from shares o/s.
As to addressing majority voting, how soon do you expect the next ASM?
Returning to those shareholders who failed to vote, isn't the Company able to canvass shareholders for their votes? Please don't assume that majority voting will be the panacea to removal of the current BoD, but you'd know this anyway, wouldn't you?
