Ignoring that an PDSG connection is tenuous at best, you completely misread the SRX PR.

I read a news release , from RSX, [sic] that they had been awarded a ten year contract to provide information mangement to the CDC, worth $4 Billion

"The multi-award indefinite-delivery, indefinite-quantity (IDIQ) contract covers projects across CDC, with a total value to all awardees of these two domains of $4 billion over 10 years."

They didn't get a 10 year, $4B contract. They are a prime contractor under a multi-award contract that is worth $4B over 10 years. Big difference.
