Origially I though Banks posted that as a joke (the jokester that he is! ;-), but after a while I realized he`s proabably being factual. I suppose Sweeney is part-time, there`s not much going on with the numbers that he needs to play with in the day-to-day, so i would suspect his role is to set up the processes and controls and to be on hand to lend guidance and recommendations at critical junctures.
The bulk of the work in the TPL/PTSC/P-Newco is going on with the lawyers for TPL and, for PTSC it`s probably Corrigan and Pohl.
I`m sure the lines of reasponsibility are pretty clearly drawn.
