I see two good reasons within the article.

I'm not familiar with the case, but it sounds like there was a court decision prior to the ban. And while Apple may have the funds in their treasury to cover lost sales, I don't think PTSC does. Would be one heck of a risk for PTSC, assuming that the banning authority would even let them take that risk.
