Result of the 9/20 case management conference is further case management conference

I understand this to mean that:

1) there was a case mgmt conf on 9/20/2011

2) there was no action resulting from the "conference"

3) the court has now reset the date to MARCH 13th 2012 (5+ months!)

My questions are wheather this is TPL's appeal for arbitration or the original suit by PTSC? I this is the original - Who requests the reset? Who sets the dates? Who has to agree?
