Looking at the rules, I'm thinking that there is a good possibility that it is a pro-active move as you suggest. The reason is this clause.

An application to extend time must include a declaration stating facts, not mere conclusions, and must be served on all parties. For good cause, the Chief Justice or presiding justice may excuse advance service.

But whether it is or isn't anticipatory, hopefully what it tells us is that PTSC is in a take it or leave it posture. No further negotiations.
