Again, I agree with what you write with a caveat.

Only TPL knows how close they are to MMP license deals and how they project future revenue flow. Maybe the PTSC board knows something too - but only what they are told by TPL. So TPL or 'people in the know' (aka Insiders?) are in the wonderful positions of (a) knowing better than any what the future holds and (b) controlling the income flow to PTSC.
