The National Guard in any particular state can be activated by its GOVERNOR, not merely by the President. I have seen no indication that Governor Blanco made advance arrangements for such when Katrina was still in the Gulf of Mexico, or that she was begging at that time for increased forces that the President denied.
Who is saying that the President denied increased forces? I did a simple google and google news search ``Bush denied`` with the exact phrase ``New Orleans`` I cannot find anyone making that claim. As an attorney, don`t you feel that making a generalization like that is sort of disingenuous? Relly RR I have great respect for you but this is an argument that Limbaugh or Hannity would make or more accurately make up.

I believe that the procedures are that the federal government (DHS/FEMA)is required to step in in the event of a slow moving CAT 3, or a CAT 4 or 5 hurricane. Correct me if I`m wrong.
Finally. As we all know, its been 4 years since 9/11. Homeland Security has been created and FEMA has been folded into the DHS. After New Orleans, Americans have to be asking themselves ``Do I feel safer``? And the answer has to be ``No``.
Hopefully the administration will take this as a wake up call and fix things so our response will be better next time.
