Which is it. (1) Ptsc is so excited about the signing that releasing it way after the market is closed the couldn't wait till the opening bell. (2) They are sending a signal to the market that its just another low ball Lic.

I hope its number 1. I think Ptsc is just out of practice annoucing good news.

I hope they get a lot of practice real soon. GLTA
