I would refer you to the frequently asked questions which may be found on the PTSC website
Q: Why aren’t all MMP Portfolio licenses announced?
A: Not all MMP licenses are announced. We believe that as a general rule the licensing program is enhanced by the publicity associated with the announcement of a new licensee. However, one reason why a license may not be announced is the licensee may require confidentiality as a condition to the license agreement. This may become more commonplace as companies are approached by interests representing intellectual property portfolios. Companies don’t necessarily want to advertise that they may have been targets for patent infringement settlements. http://patriotscientific.com/ptsc-faqs.pdf
I might offer another reason why a licensee is not announced; because the $$$ allocated to the MMP was so small as to be embarrassing to announce. Also, TPL may not want to advertise that it has a target on its back for accepting peanuts for a license agreement.
